Role of Federal Government in Sanitation – A Study in Nepal is a research-based work. It offers a timely and in-depth exploration of how federal governance shapes sanitation policy, planning, and service delivery in Nepal’s evolving political landscape. Set against the backdrop of Nepal’s transition to federalism following the promulgation of the Constitution of 2015, this book critically examines the distribution of powers among federal, provincial, and local governments and their impact on sanitation outcomes.

Drawing on policy analysis, institutional reviews, field data, and case studies from across Nepal, the study highlights the achievements, gaps, and structural challenges in implementing sanitation programs under a federal system. It explores the roles of key institutions, intergovernmental coordination mechanisms, financing frameworks, and accountability structures that influence sanitation coverage, sustainability, and equity.

About The Author

Dr. Krishna Prasad Dhital, PhD, is a distinguished sociologist and development professional with over two decades of experience in WASH (Water, Sanitation, and Hygiene), social development, governance, and applied research in Nepal. Born on 7 May 1968 in Makawanpur District, he has dedicated his career to strengthening sanitation policy, local governance systems. Dr Dhital did his Post Doctoral Fellow from Srinivas University Mangalore in 2025, following a PhD in Sociology from Mewar University in 2019. His academic foundation also includes a Master’s degree in Sociology, a Bachelor of Education, and a Bachelor of Science in Agriculture from Tribhuvan University-affiliated institutions. He currently serves as Chairperson of RADO-Nepal and contributes as an Expert Advisor to Hetauda Sub-Metropolitan City. He is also the Focal Person for CSOs Nepal under Sanitation and Water for All, a UN-hosted global partnership.
