About the Book

‘Financial Management of R&D Institutions: Planning, Governance and Accountability’ is a pioneering work that explores the financial architecture underpinning India’s publicly funded research and development ecosystem. At a time when scientific institutions receive thousands of crores of rupees in public investment each year, effective financial planning, governance, and accountability have become indispensable for achieving research excellence and national innovation goals.
The book explains the constitutional, legal, and regulatory framework governing public research organisations, covering budgeting, expenditure control, delegation of financial powers, project planning and monitoring, audit systems, and emerging reforms. It also examines the unique administrative and financial challenges faced by autonomous research institutions, including national laboratories, IITs, research institutes, and other government-funded organisations.
Structured into eight well-organised chapters, the book combines conceptual clarity with practical insights and is supported by data tables, charts, and real-world examples. It serves as an invaluable reference for Finance and Accounts Officers, Administrators, Scientists, Principal Investigators, funding agencies, audit profession-als, research managers, and postgraduate students of public administration, public finance, and science and technology policy.
