About the Author
Dr. Partha Naskar is the General Manager (Accounts) at the West Bengal SCSTOBC Development and Finance Corporation and a Senior Group-A Officer of the West Bengal Audit & Accounts Service (WBA&AS). He holds a Bachelor’s degree in Commerce from St. Xavier’s College, Kolkata, a BBA, MBA in Finance, and an M.Phil in Business Administration from Annamalai University. He earned a PhD in Management from West Bengal State University and was awarded a Doctor of Letters (D.Litt), Honoris Causa in Human Resource Management by the British National University of Queen Mary. With over 30 years of experience in various departments of the Government of West Bengal, including Finance, Health & Family Welfare, and Panchayat & Rural Development, Dr. Naskar has also contributed 7 years to the private sector. His expertise spans HR policies, manpower management, recruitment, and staff welfare. He serves as a visiting faculty member at Pranabananda Institute of Management & Technology under Netaji Subhas Open University, Kolkata. Dr. Naskar is the author of the book “Human Resource Interventions in the Government Departments,” published by LAP Lambert Academic Publishing. He has received over 20 research awards in Human Resource Management and has been recognized as one of the 50 Eminent Teachers of 2023 by the International Institute of Organized Research (I2OR). He has published and presented over 125 research papers in various national and international journals and conferences.
